This polygon data set sefines the boundaries of roadless areas that lie partially or completely within BLM districts that conform to "wilderness cirteria" but are not protected as wilderness study areas. These criteria are explicitly set out in the Wilderness Inventory Handbook (BLM 27 September 1978) and further explained in the 14 December 2000 publication of the Federal Register. The boundaries were determined and documented by an intensive inventory conducted by ONDA from 2005-2007. A few areas in the Prineville District are not included because they need further inventory.
