California Climate Investments Priority Population Map by Census Tract for the identification of census tracts falling under priority population criteria.
- Priority population designations represented at the census tract level and include the following designations:
- disadvantaged community
- disadvantaged and low-income community
- low-income community
- low-income community within a half-mile of a disadvantaged community, may only be a portion of a census tract
- low-income household areas within a half-mile of a disadvantaged community but not part of a low-income community.
Senate Bill (SB) 535 (De León, Chapter 830, Statutes of 2012) directs State and local agencies to make investments that benefit California's disadvantaged communities. The bill directs the California Environmental Protection Agency (
CalEPA) to identify disadvantaged communities for the purposes of these investments based on geographic, socio-economic, public health, and environmental hazard criteria.
Assembly Bill (AB) 1550 (Gomez, Chapter 369, Statutes of 2016), increased the percentageof funds for projects located in disadvantaged communities from 10 to 25 percent and added a requirement for an additional 10 percent of funds to be invested inlow-income communities or low-income households, as defined in the bill.

(CES) is a screening methodology developed by the Office of Environmental
Health Hazard Assessment (OEHHA) to identify California communities that are
disproportionately burdened by multiple sources of pollution. CalEPA classified census tracts in the top 25th
percentile of cumulative CES scores as disadvantaged communities.
In
August 2014, OEHHA released CES version 2.0.
In October 2014, CalEPA released a list of disadvantaged communities
based on the results of CES version 2.0 for the purpose of SB 535 investments.
In
January 2017, OEHHA released CES version 3.0.
CalEPA released a corresponding list of disadvantaged communities for
the purpose of Assembly Bill 1550 investments in April 2017.
In
June 2018, OEHHA revised CES version 3.0 and CalEPA updated the list of
disadvantaged communities.
In
May 2021, CARB migrated existing web maps to a new online platform. Additional edits were made to the AB 1550
Priority Populations map to facilitate this migration and further meet the
language of AB 1550 with the inclusion of an additional category. This addition includes non-designated
priority ‘regular’ census tracts with that portion within ½ mile of a
disadvantaged community that could potentially contain low-income
households. Note that low-income
households are also priority populations anywhere within the State.
