Locked In Wilderness Areas Central Sierra

Description:
These are the reporting units for wilderness that are used for the model version that "locks in" wilderness areas to the observation zone in the first iteration of the greedy heuristic algorithm.

I beleive they are all the reporting units that had greater than 50% coverage of wilderness area, although, they may have been those whose centroid was wilderness. John Gallo can check this upon request.
