Tulare County produced this map that displays areas excluded from solar development, based on the following criteria (outlined in more detail in Resolution No. 2013-0104):

1.  Prime Farmland (FMMP 2012)
2.  NRCS Class I Soil
3.  Perennial Crops
4a.  Urban Development
4b.  Urban Areas
4c.  Hamlet Development

This dataset was created by CBI by merging the above six datasets that were sent by Tulare County; this dataset was then dissolved.
